In his State of the Union address on Thursday, President Joe Biden said that the United States military would construct a makeshift port on Gaza’s Mediterranean shore so that humanitarian goods can be delivered by sea.

The operation’s initial planning, which was centered on the island of Cyprus, did not include the stationing of American soldiers in Gaza.
